What the rules actually say

Thailand's passport photo system is unusual: the photo is captured on-site by the Department of Consular Affairs (or the equivalent provincial office) when you apply, using their calibrated biometric camera. You don't need to provide your own printed photo for the application.

This on-site capture eliminates the most common cause of passport-application rejection. You can't fail biometric matching for a non-compliant background or wrong head height because the office controls the entire capture process. The trade-off is that you must be physically present at the office — Thailand has no fully-online passport renewal path.

If you want a backup photo (in case the on-site system is down, or if you're applying through a consulate that doesn't have an on-site capture system), the 35 × 45 mm specification with pure white background is the standard. Thai photo studios charge THB 100-300 for compliant photos.

From abroad, Thai embassies and consulates use the same on-site capture system at most major missions. Provincial Thai consulates that don't have biometric cameras require pre-printed 35 × 45 mm photos.
