The Netherlands runs one of Europe's most streamlined passport services. Applications are lodged at your gemeente (municipality), processed centrally, and the new passport arrives by mail or at the gemeente desk within 5 working days. Same-day 'spoed' service exists for €56.80 extra.
The 27-36 mm head-height range is unusually wide. Where Germany and France enforce a tight 32-36 mm band, the Netherlands accepts heads as small as 27 mm — which means more photos pass first-time biometric checks. The background must be 'effen lichte achtergrond' (uniform light background) — light grey (#EFEFEF) is the safest choice.
Most Dutch gemeentes have an on-site self-service photo booth that produces compliant photos for €8-€10 immediately before your appointment. Hema (the Dutch retail chain) and most local photographers also offer passport photos for €10-€20 with instant printing.
