What the rules actually say

Spain's 32 × 26 mm passport photo is uniquely non-standard — wider than tall, smaller than any other European country's spec. The geometry comes from the 2006 DNIe (electronic ID) launch which set the photo template for both the DNI and passport. The same photo size has been preserved across two card redesigns and now sits awkwardly outside the global ICAO 9303 standard.

Spanish citizens applying for a Schengen visa to another EU country (rare — Spaniards have visa-free EU access) would need a separate 35 × 45 mm photo for that application. For passport renewal at any Comisaría, the 32 × 26 mm photo is required and any other size is rejected at intake.
